Platform configuration options for the starnix area.

`socket_mark`	`SocketMarkTreatment`
`remotevol_in_process`	`bool`	Whether `remotevol` mounts the Fxfs volume in-process rather than over FIDL.
`prefetch_kernel`	`bool`	If true, starnix_kernel will do an operation to prefetch its binary into memory before starting up. This is a strategy to mitigate execution delays from demand paging. See https://fxbug.dev/515805843
